Policies can set up structural barriers between our audience and an unhealthy behavior, such as clean indoor air policies that require smokers to go outside, and thus discourage some from smoking at all. Policies can also remove barriers between our audience and a healthy behavior, such as creating healthy checkout lanes that make healthy snack choices the most convenient choice to make.
